Holly is a senior manager in government services at HORNE where she works with state and local governments to design and administer their federally funded disaster recovery programs, including HUD Community Development Block Grant – Disaster Recovery, FEMA Public Assistance, and most recently, Coronavirus Relief Funds made available through the CARES Act. She analyzes impact and unmet needs data to formulate eligible projects, develops policies and procedures to ensure compliance with federal regulations, and offers technical assistance to stakeholders. With a data-centric focus and a long-term view in mind, she delivers recovery projects that reconcile a community’s ground truth to the myriad of required federal regulations.
Holly joined HORNE in 2008 and has more than 10 years of experience in disaster recovery serving in varying capacities on projects across the U.S., including in California, Florida, Mississippi, New Jersey, New York, Puerto Rico, Tennessee, and Texas.
Holly earned a Bachelor of Business Administration in Accounting and a Master of Accountancy from Millsaps College.
