Lacy is a government services senior manager for HORNE. Lacy works closely with state agencies and local jurisdictions to design and implement successful Community Development Block Grant (CDBG) programs. Lacy also provides guidance and quality control for CDBG-DR housing programs and develops policies and procedures for eligibility and construction processes, compliance management, financial oversight and audit preparation. Additional areas of Lacy’s experience include program management, financial and regulatory compliance with FEMA regulations, and all applicable State and Federal laws including the Stafford Act for Individual Assistance for FEMA Direct Housing.
Lacy joined HORNE in 2010 and has worked closely with participating state agencies that house disaster recovery data to explore an innovative model for interagency collaboration and data sharing to speed up recovery. She has also worked with a major state agency to record and revise their disaster recovery efforts, key principles and steps for statewide and local recovery planning and implementation.
Lacy earned her Bachelor of Business Administration from Mississippi State University. She is a Certified Fraud Examiner.
