Michael is a program manager in government services at HORNE. He specializes in the program development of policies and procedures to yield maximum benefit for vested parties while remaining compliant with State and Federal regulations. Michael also focuses on developing and implementing strategies to increase team and unit production.
Michael joined the firm in 2019 with more than ten years of experience in business operations, financial administration, program management, teaching, and leadership in government, private, and higher education sectors. Michael is knowledgeable in State and Federal grant acquisition, programmatic planning and delivery, and regulatory OIG, DOJ, and HUD audit compliance within 2CFR200. Through prior work as a State Deputy Chief of Resilience, the administration of CDBG-DR, and other disaster recovery funding streams, Michael has experience in case management, housing, infrastructure, environmental, financial, and compliance program development.
These experiences have afforded Michael the opportunity to serve not only in his formal positions, but also on a State Commission and as a keynote speaker. Michael applies a multidisciplinary approach to complex Federal program initiatives.
Michael earned a Bachelor of Arts in Criminal Justice from Hartford University and his Master of Justice Administration from Norwich University. He also holds a U.S. Department of Justice Advanced Financial Grants Management Certificate.
