Neil serves as the managing partner of government services at HORNE. With over 20 years of experience, he and his fellow partners lead a team of more than 700 professionals focused on government services related to FEMA Public Assistance Grant Program, FEMA Hazard Mitigation Grant Programs, and HUD Community Development Block Grant Programs. Neil and his team are responsible for program management, financial and regulatory compliance with grant regulations, and all applicable state and federal laws including The Stafford Act, Fair Housing regulations and income eligibility requirements. The team also coordinates disaster-related activities with state and federal agencies, municipalities, nonprofit and for-profit sub-recipients, and individual applicants receiving federal disaster aid.
Neil and his team provide regulatory compliance oversight, business process consulting and technical support for state agencies, municipalities and nonprofit organizations to ensure proper expenditure of appropriated federal, state and private funds. He also serves on HORNE’s board of directors.
Neil joined the firm in 2008 with management and consulting experience overseeing campaign and political operations in 18 different states for both state and federal elections. His duties included overseeing the operational aspects of the political organizations and campaigns while ensuring compliance with all state and federal regulations. Neil’s experience also includes eight years in the United States Army serving in Korea, the 82nd Airborne Division and the Virginia Army National Guard. He also spent three years with the Chesapeake Sheriff’s Office in Virginia.
Neil is a Certified Fraud Examiner and a Project Management Professional®. He holds a Bachelor of Arts degree in English Literature from Virginia Wesleyan College.
