About

Ryan serves as the director of CDBG-DR compliance for the government services team. In this role, Ryan partners with grantees to ensure program operations proceed in compliance with CDBG-DR requirements. He values blending the CDBG-DR program requirements with a creative problem-solving approach and uses his deep experience to help grantees develop and implement successful programs that are tailored to local recovery needs.

Prior to joining HORNE in 2019, he was Assistant Director of the Disaster Recovery and Special Issues Division in HUD. Ryan was directly responsible for the federal oversight and administration of a $37 billion CDBG-DR portfolio of long-term recovery funds awarded to states and local governments.
