With more than a decade of experience using the Community Development Block Grant (CDBG) program of the United States Department of Housing and Urban Development (HUD) for disaster recovery purposes, I help the HORNE team identify program improvements that can survive HUD oversight and assist grantees in streamlining operations to increase organizational effectiveness.
As an expert in HUD processes, I am particularly adept at using the agency’s statutory, regulatory and policy guidance to achieve the goals of recovery grantees. I develop strategies, policies and procedures, which have led to the successful use of CDBG funds for innovative purposes such as large sea port projects, interoperable communications systems and HMGP match dollars.
I am passionate about helping our clients navigate complex legislative and regulatory challenges surrounding various federal programs. I am engaged in various housing and community development initiatives, and serve as the national spokesperson for the Lift the Cap Coalition, the group that led the charge to lift the 60,000-unit limit placed on the program by the Congress to 185,000 units. I am also an avid multi and single engine instrument rated pilot.
