Seth is a senior manager in government services for HORNE LLP. He serves states and local governments around the country in community development efforts, often in a disaster recovery environment using FEMA and HUD funding. He also specializes in design and implementation of community adaptation and resilience solutions following natural disasters and is responsible for relationship management with federal agency partners in support of clients. Seth is currently working with the Puerto Rico Department of Housing in San Juan, supporting the design and launch of a holistic long-term recovery portfolio focused on housing, economic development, infrastructure, planning, and multi-sector initiatives.
Seth joined the firm in 2018 with over 14 years of experience in the field of disaster recovery and community development. He has served clients on projects from California to New York, and many states in between. He provides a diverse background in project management, development, and strategic relationship management in public, private and non-profit sectors.
He graduated from the University of Arizona with a Bachelor of Political Science and Bachelor of Spanish. He received his Master of Latin American Studies from Tulane University, focusing on International Development and Global Health.
