Ying is a manager and senior environmental specialist in government services at HORNE. She performs and oversees environmental reviews for disaster recovery programs in multiple states. By reviewing environmental impacts, she assists managers of various projects in ensuring compliance of disaster recovery programs to help communities recover from the devastating economic impacts of natural disasters.
Ying joined HORNE in 2020. She has over 25 years of experience performing environmental assessments per National Environmental Policy Act standards for disaster recovery projects and conducting Due Diligence/Phase I Environmental Site Assessments for commercial and industrial property transfers, site expansions and corridor studies.
Ying has a Bachelor of Arts in City and Regional Planning from the University of Louisiana Lafayette.
